GanttProject is a free project scheduling and management app for Windows.
You can easily create tasks and milestoles with start dates and durations. Tasks can also define costs and you can set priorities of your task list.
GnattProject can organize your tasks into a work breakdown structure.
Draw dependency constraints between tasks, like "start X when Y finishes" and GanttProject will take care of enforcing these constraints. You can add a lag or use other types of constraints.
