Skype Voice Changer can modify your voice in real time during a Skype conversation.

It works with the Desktop version of Skype on Windows. With it you can easily use sliders to adjust cents, semitones, octaves etc.

NOTE: Developer is still working to make this fully functional with Skype after the changes to the Skype API in 2014.
