Free Ringtone Maker can easily create ringtones from audio files in three steps.

Simply run the program and pick an input audio file (song) of your choice. You can then drag the sliders on the left and right of progress bar to choose the Start and End point to cut, and choose whether you want to Fade In and Fade Out.

Then the next step you just need to click "Save Ringtone to My Computer" and choose where to save the file.

NOTE: This portable version doesn't include an installer.
